Abstract

This study examines how the United Arab Emirates can strengthen the nationalization of its workforce by leveraging internationalized higher education and human capital development. Using a comprehensive literature review and a structured conceptual framework, the research investigates the factors contributing to low Emirati participation in the private sector despite the availability of globally recognized academic programs. Structural Equation Modelling (SEM) is employed to analyze primary data and identify the most influential variables affecting nationalized human capital outcomes. The findings highlight critical gaps between international education, labour market expectations, and national talent retention. The study concludes with recommendations to support policy development aimed at enhancing national employment, addressing outward mobility, and improving the integration of Emiratis into the private sector workforce.
